1. The People’s Republic of China has received financing from the World Bank toward the cost of the Xinjiang Yining Urban Transport Improvement Project, and intends to apply part of the proceeds toward payments under the contract for Procurement of Road Cleaning & Maintenance Equipment.

2. China International Tendering Company Ltd. (the “Procurement Agent”), entrusted by Bureau of Housing and Urban-Rural Development of Xinjiang Yining City (the “Purchaser”), now invites sealed bids from eligible bidders for Procurement of Road Cleaning & Maintenance Equipment.

The bidders must meet the qualification criteria below:

(a) Financial Capability

The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):

The Bidder shall submit it’s audited annual financial statements of the last 3 years (2013 to 2015) to demonstrate the current soundness of the Bidder’s financial position. If not required by the laws of the Bidder’s country, other financial statements acceptable to the Purchaser shall be submitted. The Bidder’s net worth for the last three (3) years shall be positive;

Annual average turnover shall be not less than CNY 90 million for the last three (3) years (2013 to 2015 )；

The Bidder shall provide sufficient circulating fund needed for the implementation of the contract by use of available circulating assets, lines of credit and other financing means. The circulating fund provided for this contract by the bidder shall be no less than RMB 17 million.

(b) Experience and Technical Capacity

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):

Bidders should have the certificate of ISO9001 and ISO14001 certification;

The bidder should have successfully implemented at least 3 similar contracts (The main contents of the contract equipment shall include: road maintenance equipment such as loaders, etc. and sanitation vehicles such as upper air working truck, etc.), each with a minimum value of RMB 25milion in the last 5 years. The Bidder must provide the evidence documents including but not limited to Award Notification, Contract Agreement and Acceptance Certificate, etc.;

Manufacturers of main equipment should have ISO9001 certification;

The manufacturer of the main equipment must have at least 5 years experiences for the production of the equipment to be supplied, and the similar equipment have been sold and been in successful operation for at least one year.

(c) The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement:

In the case of products manufactured locally:

The manufacturer and the vehicle to be supplied for this contract must be those listed in issued by the Ministry of Industry and Information Technology, and the technical parameters shall be in accordance with the announcement and the relative copy shall be provided.

In the case of products imported from abroad:

The manufacturer should submit the related proof to show that their products can meet the related technical requirements stipulated by Chinese laws and regulations for vehicles.

3. The Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

4. Interested eligible bidders may obtain further information from the above mentioned Procurement Agent and look up the bidding documents during office hours between 9:00-11:30 am and 1:30-4:00 pm (Beijing time) at the address given below starting from March 23, 2017.

5. A complete set of bidding documents may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of CNY 2000. The method of payment will be cash, check, or direct deposit to the account (Account Name: China International Tendering Company Ltd., Account Bank: Fuwai Sub-Branch, Bank of Communication, Account No.: 110060149012013147797). The document may be sent by courier for an additional fee of CNY 300.

6. Bids must be delivered to the address below on or before 10:00 a.m. (Beijing Time), May 5, 2017. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below at 10:00 a.m. (Beijing Time) on May 5, 2017.

7. All bids must be accompanied by a Bid Security of not less than 2% of the total bid price.
